Minutes—October 22, 2009
Roll Call
The Jasper City Council met in regular session for the month of October on Thursday, October 22, 2009 at 7:30 p.m. at City Hall. Council members present included Frank Shumard, Russell Selvey, Mike Smith and Josh Ghumm. Mayor Pro Tem Russell Selvey presided over the meeting in the absence of Mayor Paul Nelson.
Opening of Bids for Solid Waste
Frank Shumard moved to amend the Agenda to open bids for solid waste disposal at this point in the meeting. Josh Ghumm seconded the motion. The vote was 4-0 in favor. Bids were opened and reviewed. Bids were received from Allied Waste, C & R Disposal, Jordan Disposal, and Countryside Trash Service. Discussion followed. Frank Shumard moved to accept the bids for review, and bring back to the table at the next meeting for a decision. Josh Ghumm seconded the motion. The motion was 4-0 in favor.
Frank Shumard moved and Josh Ghumm seconded the motion to amend the agenda to receive Departmental Reports at this point in the meeting. The vote was 4-0 in favor.
Departmental Reports
Water and Streets
Council reviewed bids for a 10’2” X 12’ garage door to be installed
at the new City Barn. Bids were received from Tri State Overhead Doors ($2250.99) and Four State Doors ($2658.93). Discussion followed. Mike Smith moved to accept the low bid of Tri-State at $2250.99 for one door, and two openers, installed. Frank Shumard seconded the motion. The vote was 4-0 in favor.
Police
Chief of Police Jim Achey reviewed with the Council the departmental expenses and officer activities for September.
Fire
Activities for the month included routine training and service calls.
Accounting and City Hall
City Clerk Mary McNary shared that the 2009 real estate and personal property tax bills had been prepared by City Hall personnel and were ready for mailing on October 1, 2009.
One written request for sewer discount was received. This was reviewed and considered by the Council. Frank Shumard moved and Mike Smith seconded the motion to grant the discount as requested to Gail Goss. The vote was 4-0 in favor.
Monthly Reports
The minutes of the September 16, 2009 regular session were approved on a motion by Josh Ghumm, seconded by Mike Smith. The vote was 4-0 in favor. The Treasurer’s report for the month of September was approved as presented on a motion by Josh Ghumm, seconded by Mike Smith. The vote was 4-0 in favor. The Collector’s report for the month of September was approved as presented on a motion by Mike Smith with a second by Josh Ghumm. The vote was 4-0 in favor. The obligations for the month were approved for payment on a motion by Mike Smith, seconded by Josh Ghumm. The vote was 4-0 in favor.
Citizen Participation
There were no citizens present.
Council reviewed a letter from Carl Shaw on behalf of the Methodist Church requesting that something be done (easier access needed, slope too steep) to the west entrance to the east-west alley between First and Main streets that runs along the south side of the church. Discussion followed. Consensus of the Council was to discuss this further at a later date.
Old Business
Pending Property Purchase
An appraiser has been contacted by the City to complete appraisals of the old City Barn property and the MoDOT property.

Planning and Zoning Requests
None.
Josh Ghumm moved and Frank Shumard seconded the motion to adjourn. The vote was 4-0 in favor. Meeting adjourned at 9:05 p.m.
